1. DESCRIPTION

 

1.1. NAME OF THE PROJECT

Improving the efficiency of trainings and working groups for workplace union representatives, employee representatives and branch managers in order to develop social dialogue

1.2. SCOPE OF THE PROJECT

First 25 cities where unionisation rates are high and 2 foreign cities where best practices will be analysed

1.3. ABSTRACT

Training seminars will be organized in 25 cities where the unionisation rates are high and the awareness level of branch managers, employees, workplace union representatives and the occupational health and safety commission of the worker representatives will be increase in the light of local legislations and EU directives. The views of local union representatives, worker representatives and branch managers will be collected through qualitative research technique; a report entitled “The role of the unions in strengthening the social dialogue in workplaces in Turkey and suggestions” will be prepared. Moreover, best international practices will be analysed through Italy and Romania study visits and will be included in the report which will also be distributed to the social parties.

1.4. AIMS AND OBJECTIVES

In this project it is aimed that syndicates acquire knowledge on; actors’ participation to the management, who are the driving force in organizations at workplaces that are the smallest scale in the social dialogue, expressing opinion, consulting, informing and negotiations as well as on Labour Law, Syndicate Law, Collective Labour Agreement Strike and Lock-out Law and Social Security Law, Occupational Health and Safety Law and other legislation. To this end training seminars will be conducted in order to increase the performance of the commissions that the legislation foresees.

The objective of the project is enhance the duties of branch managers, employees, workplace union representatives and the occupational health and safety commission of the worker representatives, commissions formed by collective union agreements and other participatory management mechanisms of all selected 25 unions through seminars.

Additionally, best practices will be analysed and a new model will be developed. A scientific research will conducted and published through identification of the current situation of the unions. The research will present solutions for problems.

1.5. RATIONALE

Despite having legal legislations and requirements, the implementations are deficient. Nevertheless, The EU Progress Reports (2009, 2010) and ILO documents mention the significance and the importance of developing employer-employee relations in Turkey. Strengthening and developing the current implementations the social party representatives must be trained.

1.5.1. CURRENT SITUATION, REQUIREMENTS AND PROBLEMS 

The centre does not have efficient resources to manage the operational process, seminar facilities in mentioned cities, national of international expert keynote speaker provision and equipment to be used during the seminar organizations for the implementation of the project.

1.5.2. GROUPS WHO WILL DIRECTLY OR INDIRECTLY BENEFIT FROM THE PROJECT

Confederations, unions and independent unions will directly benefit from the project.

1.5.3. THE REASON WHY BENEFICIARY GROUPS ARE SELECTED

The target group was selected upon groups which are active in order to process the social dialogue in workplaces in Turkey effectively.  The EU and ILO have criticised Turkey in international platforms and official documents that workplace level social dialogue is insufficient. 

1.6. IMPLEMENTATION STEPS OF THE PROJECT

-Contacts with the confederation for the establishment of the project team and the planning of the project

-Determination of the cities (together with the social partners) where the seminars will take place and preparation of the seminar content

-Organization of the seminar and implementation of the research

-Evaluation of the Seminar Organization and Research Findings

-Publication of the Project Activity Report

-Publication of the Scientific Research Report

1.7. ADDED VALUE OF THE PROJECT

The project will strengthen the social dialogue mechanism, develop work life through actuating workplace union commissions and contribute to work peace. Moreover, the organization will contribute to the promotion of ÇASGEM. 

1.7.1. EVALUATION MECHANISM

In-depth interviews will be conducted with the workplace union representatives and branch managers in order to determine the social dialogue and participatory management mechanism knowledge and deficiencies and the knowledge will be increased through trainings. The project activity report and the scientific research report that will be prepared and published will ensure conformable and correct information production for law-makers.

3.1. EXPECTED IMPACTS ON TARGET GROUPS

3.1.2. CAPACITY DEVELOPMENT

Knowledge level in social dialogue in workplaces, participatory management of individuals and groups will be increased.

3.2. PUBLICATIONS AND OTHER OUTPUTS

Seminar notices, posters, brochures, introductory booklet, activity report and scientific research report and attendance certificates will be distributed to participants.

3.3. MULTIPLIER EFFECT

Increase in awareness and knowledge on social dialogue and participatory management of branch managers, employees, workplace union representatives and worker representatives through trainings and seminars, increase in the number of trained union manager’s workplace union representatives and worker representatives. A model for industrial relations commission, workplace coordination commission, quality circle etc. participatory management commissions or a supreme board for existing commissions will be suggested in order to create more active commissioning. The research will be published in November 2012.

 

3.4. SUSTAINABILITY

A training module will be developed once the training programme is completed and ÇASGEM will support social partners. Above mentioned training programme will be delivered in ÇASGEM and other requested cities.

3.4.1. INSTITUTIONAL SUSTAINABILITY

Deliver sustainable training services in cooperation with parties taking part in work life.

4. RISKS

No large-scale risks foreseen during the implementation of the above mentioned studies.
