OCCUPATIONAL HEALTH AND SAFETY PROJECT FOR POLICEMEN AND LAW ENFORCEMENT OFFICERS

The Minister of Labour and Social Security, Mr. Faruk Çelik, stated that policemen work wholeheartedly to ensure public security and added the following: “It is not possible to accept a loss of life or a damage due to the work environment risks while policemen work against negative factors in risky environments”.

The Minister of Labour and Social Security, Mr. Faruk Çelik, emphasized the importance of occupational health and safety in the signature of “Occupational Health and Safety Project for Policemen and Law Enforcement Officers” protocol and stated that 2,3 million of people lose their lives every year and that this number is equal to the population of Kuwait, Republic of Macedonia or Mongolia.

Faruk Çelik, the Minister of Labour and Social Security stated the following:

“The situation in Turkey is not pleasant. 4 people out of 100 thousand lose their lives in 27 European countries in terms of accidents resulting in death. In Turkey, 17 people out of 100 thousand lose their lives. Nowadays, 8 people out of 100 thousand lose their lives thanks to the measures taken. It is seen that 1-1,5 people out of 100 thousand lose their lives in 15 core European countries. That situation lays on us a responsibility, therefore we realized its importance and we carry out similar protocols and legal arrangements. 100 per cent of occupational diseases might be prevented. If it is possible to prevent 98 per cent of occupational accidents and if such accidents take place, it means that there is a serious delinquency.”

Minister Faruk Çelik reminding that an important part of the Occupational Health and Safety Law will enter into force from 1 January 2013 explained that the law includes all employees.

Minister Faruk Çelik stating that 63 per cent of employees and 98 per cent of work places were not included in the scope of occupational health and safety, expressed that they aim at minimizing occupational accidents and the related mortality.  Minister Faruk Çelik pointing out that all work places should carry out a risk assessment, said that risks might be determined without accidents and that risk elements might be eliminated.

-Law enforcement officers are out of the scope of the law-

Minister Faruk Çelik reminding that law enforcement officers are out of the scope of the law stated that it has special justifications.

Minister Faruk Çelik expressed the following:

“As the Ministry of Labour and Social Security, we prefer that such exceptions should not exist.  If there is any rule, I believe that one should obey it. Naturally, professions, tasks and on-the job trainings have got specific sensibilities. Even though there is a requirement, we should also respect that it should remain as an exception by force of the task. The protocol we signed today, this meeting shows this requirement. Even though it is an exception, since there is also a requirement, we found a compromise. You are working wholeheartedly to ensure public security in risky environments. It is not possible to accept a loss of life or a damage due to the work environment risks while you are working in risky environments. As the Ministry of Labour and Social Security, we will be pleased if we can ensure that one of our colleagues is not injured due to the environment and risks, or he/she does not lose his/her health and life.”

 

-240 thousand policemen will be trained within the scope of Occupational Health and Safety Project for Policemen and Law Enforcement Officers to be carried out by the Centre for Labour and Social Security Training and Research and Police Academy, training programmes will be implemented on; providing occupational health and safety to law enforcement officers during their work, increasing sensitivity, eliminating or minimizing material and moral damages of law enforcement officers by carrying out relevant research and development.

In the first part of the project, a training will be provided to 250 trainers about the occupational health and safety of policemen. In the second part, trainer pool will be increased to 2.500 people and the training potential will be augmented. In the third part, 2.500 trainers trained on the occupational health and safety will train 240 thousand people.
